Brian Alexander Chalfant On The History of Stormwater Utilities in the USA Webinar
ABOUT THE WEBINAR
SPEL Stormwater recently had the honour of hosting a webinar with Brian Alexander Chalfant.
Drawing on more than a decade of experience in environmental science and policy, Brian brings together the practical, boots-in-the-water perspectives of a seasoned field ecologist with the theoretic erudition, book-learning, and analytical acuity of a policy scholar, crack statistician, and avant-garde GIS jockey. Brian earned a BS in biology and an MSPH with a focus in environmental science and engineering from the University of North Carolina at Chapel Hill. In 2018, he completed his PhD in public policy at the University of Pittsburgh. Brian currently works as Deputy Policy Director for the Pennsylvania Department of Environmental Protection, coordinating policies across the department’s water programs. He’s a real nerd about stormwater.
The webinar explored the evolution of stormwater fees enacted by local governments in the United States over the past 50 years. While underscoring the strong influence that federal and state regulation of municipal stormwater water systems has played in popularizing stormwater fees among local governments in the United States, the research presented in the webinar highlighted the crucial role that state-level legislation, judicial decisions, and other factors had on expanding or contracting the options local governments have with respect to financing stormwater management.
